Pursuant to the Law on Maritime Safety, Lithuanian Maritime Safety Administration is empowered to carry out flag State control inspections of the ships flying the Lithuanian flag, perform their technical supervision and issue the mandatory documents. According to the provisions of Article 4 paragraph 1 of the Law on Maritime Safety the right to perform technical supervision and survey of ships according to the international treaties of the Republic of Lithuania, legal acts of the Republic of Lithuania, rules of the classification societies and to issue appropriate certification documents on behalf of the Republic of Lithuania shall be vested in the Classification Societies authorised by the decision of the Administration according to the procedure established by the Minister of Transport and Communications.
The purpose of ships' surveys performed by the classification societies is to assign whether ships and their equipment fit mandatory requirements of international conventions and whether ship hold the class, which was granted during initial survey. After the surveys appropriate certificates are issued in accordance with the requirements of international conventions, codes, regulations and legal acts of the Republic of Lithuania.
Only organizations recognised by the European Commision, which have been entered in the List of Recognised Organisations by the decision of the Commision, may be authorised in the Republic of Lithuania.
The rights and duties of the authorised classification societies when performing on behalf of the Republic of Lithuania, technical supervision and survey of ships and issuing appropriate documents to ships shall be established according to the provisions of the agreements concluded between the Lithuanian Maritime Safety Administration and the classification societies authorised by it.
Lithuanian Maritime Safety Administration shall monitor the operation of the authorised classification societies, publish in the "Valstybes zinios" (official gazette) information on the classification societies that have been newly granted authorisation and the authorised classification societies whose right to perform technical survey on behalf of the Republic of Lithuania has been suspended for a limited period of time.
