Procedure for certification of educational institutions:
- Educational institution, which desires to be accredited by the Administration or desires that the Administration permit to implement additional training program, shall submit the following to the Maritime Safety Administration:
An application according to the provisions of paragraphs 13.1.1 – 13.1.3 of the Certification Regulations;
A written permission to provide corresponding training, issued by the Ministry of Education or other document issued according to the provisions of the Government of the Republic of Lithuania, if it provided in corresponding legal acts of the Government of the Republic of Lithuania or its authorized institutions (only in a case of accreditation);
A quality guide of the educational institution and other documents according to the provisions of paragraphs 9.2 – 9.8 of the Certification Regulations (only in a case of accreditation); An organizational management scheme of the educational institution, indicating the relationship between separate departments or branches(only in a case of accreditation);
A list of lecturers and/or instructors, examiners and/or assessors, who are nominate to implement each training program and short descriptions of their qualifications and CVs;
A description of training and other equipment used for training and examination purposes;
A list of educational programs and their descriptions according to the provisions of paragraph 9.1 of the Certification Regulations. - Lithuanian Maritime Safety Administration, having received an application for certification of the educational institution, starts the certification process of that institution, which includes the following:
Audit of documentation;
Intermediate audit;
Final audit;
Supervision audit. - In case the results of the final audit are positive, the Maritime Safety Administration issues a certificate to the educational institution with annexed educational program or programs, according to which the educational institution may provide theoretical and practical training for students who want to obtain a maritime degree diploma, a qualification certificate or their confirmation.
A certificate is issued for a period no longer than 5 years. While period of validity of certificate Maritime Safety Administration carries out annual supervision audits and periodic and, if necessary, extraordinary inspections.
A certificated institution is included into the list of certificated educational institutions and it must inform Administration constantly about the changes of the circumstances mentioned in the provisions of paragraph 13 of Certification Regulations.
In case the results of the last planned supervision audit are positive, the Maritime Safety Administration issues a new certificate for the next 5 years.
The Administration may suspend validity of a certificate, in case it has been revealed during a planned audit or an extraordinary inspection of the educational institution that the requirements of quality system of the educational institution have been violated or non-compliant with, which have negative effect on students’ theoretical and practical competence; lectures, examiners or assessors, training programs, trainers (simulators) or other training aids have been changed without coordinate with the Administration; the training process does not meet the requirements set in the training programs; lecturers or instructors, examiners or assessors do not meet the qualification requirements.
In case the certificate or its annex has been lost, perished or worn, its possessor shall submit a written application to issue a duplicate of the document.
